Pakistan’s government has spent two years trying to put VPNs behind a registration desk, and the apps keep working anyway. Where Pakistan’s VPN Ban Stands

VPNs are legal in Pakistan today. The Pakistan Telecommunication Authority has tried twice to change that by registration, in 2020 and again in 2022, asking users and businesses to declare their VPN use. In August 2024, the government announced a plan to block every VPN except approved ones, and blamed a nationwide internet slowdown on VPN traffic. Reports of a China-style national firewall followed. None of it has become law.

NordVPN gave up the least speed on a Pakistani connection of the apps we measured, at 174.95 Mbps down and 17.03 Mbps up, an 8.1% loss off our 190.36 Mbps baseline. Its Pakistani location has 28 servers in Karachi, under a Smart routing label, meaning the equipment operates outside the country. Speed measured 93.72 Mbps at 263 ms, a 50.8% loss, the steepest drop we recorded to Pakistan. The free tier is the strongest on this list.

There’s no data cap, and the Stealth protocol is included at no cost, which no other free plan matches for censorship resistance. The limits are real: one device, reduced speeds, and a country assigned automatically from a list of ten, so requesting a specific location requires paying. 3. ExpressVPN: The Simplest App to Set Up

ExpressVPN is the one to install for a first-time VPN user, because there’s nothing to configure. Obfuscation applies to every connection by default, so the setting a Pakistani connection depends on is already enabled. Its Pakistani server measured 147.14 Mbps down and 16.39 Mbps up, a 22.7% loss.

Which Server to Connect To in Pakistan

If you’re in Pakistan trying to open a blocked site, don’t connect to a Pakistani server. A Pakistani IP address puts the connection back under the same filtering it’s meant to avoid. Connect to a nearby country instead. The UAE is the first choice on distance and capacity, Singapore second, and Turkey third, where an app lists it.

Skip India: those servers are frequently virtual, and the routing between the two countries drops connections often enough to be a problem. Two settings decide whether the connection works. Enable obfuscation before you connect, and switch protocol if the first attempt stalls. Streaming services and Telegram both opened normally on a nearby server in our testing.

Getting a Pakistani IP Address Abroad

The opposite problem has a different answer. Pakistani banking sites, government portals, and local streaming services check the country of the connection, so expats and travelers require a Pakistani IP address instead of a nearby one. Changing your IP address to Pakistan takes about a minute. Measured from a Windows 11 machine in Europe, on a connection reading 190.36 Mbps with no VPN active.

One detail decides whether this suits your case. The Pakistani IP addresses on the three apps belong to hosting companies, Datacamp, Global Secure Layer, and M247, and none is a Pakistani ISP. That means the servers operate outside Pakistan and answer with a Pakistani IP address. A bank checking the country reads Pakistan, and that reading decides access, though the equipment isn’t in Karachi or Islamabad. No free plan offers a Pakistani location at all.
